Based on his experiences I wold not want to get involved with buying minerals in the Russian republics. If he is determined to do this I would recommend getting a copy of the Tucson Show Guide and contact some of the Russian dealers many of whom have email addresses. He handles a lot of material from there. If the orginal request was for minerals from this place, I reccommend buying them in North America. Besides Cornwall they gave localities in Germany (Grube Guckäuglein-Schwarzenberg,Sadisdorf,Mortelgrund-Sayda), Russia (Ural-Preobraschenski Grube) and Czech Republic (Herrengrund), also California. So you already found the same information. Additional localities include Sterling Hill, NJ, and Bisbee, AZ.
